The Jay
Edwards Certified Public Manager Scholarship
An
annual scholarship program has been established to cover the cost
of tuition for the Certified Public Managers' program, a
management develop program designed for managers in the public
sector.
The Florida Society of Certified Public Managers (FSCPM) and the
Florida Center for Public Management, at Florida State University,
jointly sponsor the Jay Edwards Certified Public Manager
Scholarship.
The scholarship qualifications require that a candidate be a
public employee of a state, county or local government entity with
at least three years of public service, at least one of which must
have been as a supervisor. Selection criteria include the
candidate's work record and leadership qualities, both
professionally and in community activities. The applicant must be
prepared to commit their time and energy to attend the classes and
to complete the assignments with a goal of achieving the CPM
designation.
The scholarship is viewed not only as a means to reward the
recipient for their desire to improve their public management
skills, but as a means to spread awareness of the trainings'
benefits to local government.
The scholarship will completely cover the tuition for the eight
levels, however, the applicant will need to pay for their own
accommodations and travel expenses if necessary.
Successful completion of eight levels of management training,
provided by the Florida Center for Public Management, provides
graduates of the program with the designation of Certified Public
Manager.
The CPM program consists of eight levels of classroom instruction
lasting four days each. There are also required readings,
examinations and work-related projects. Program participants
typically take one to two years to graduate. Level topics are:
- Management of Individual Performance
- Management of Group Performance
- Management of Organizational Performance
- Managing Organizational Effectiveness
- Social Change and Its Impact on
Management
- A Systems Focus
- Policy Perspectives, and
- Contemporary Issues in Public Management
The program provides a comprehensive,
systematic management development program that emphasizes
knowledge acquisition and skill development for public sector
managers. The certification graduates receive reinforces public
management as a profession with a body of knowledge that
professional managers should know to optimize the performance of
their organization.
The CPM program is administered by the Florida Center for Public
Management at Florida State University. Training is held around
the State both by the Center's trainers and sponsored by
affiliated Colleges and Universities. Information about the
